Why low carbon buildings/facilities?

Reducing the threat of Climage Change is a common global issues and the EU has made a comittment to a 20% reduction in CO2 emissions by 2020. The construction and operation of buildings accounts for some 40% of these emissions. The energy-intensive nature of healthcare facilities, and public sector ownership or influence, will mean that this sector in particular will come under intense political and public scrutiny to significantly reduce its carbon footprint. Radical changes in procurement practice will be necessary to overcome the barriers to innovation and achieve the cost effective, low carbon solutions in a way that is consistent with the EU Procurement Regulations.
